Conchas Chinas Beach in Puerto Vallarta

I think that it's the Conchas Chinas. It's not noisy at all and it's quite clean. However, during holidays it can become crowded (like every beach in the area). To get there, look for a short scramble around the rocky spot to the south of the city. Or you can take the cobblestone road that leads from Route 200.
