Well, personally, I made the arrangements before getting there and it was much cheaper.
You can choose between Auto Rent (on Reforma Norte 604), Avis (Medellin 14), Budget Rent Auto (Reforma 60), Hertz (Revillagigedo 2) or National Car Rental (Insurgents Sur 1883).
I used Hertz and I was pretty satisfied with their services.
